Ponca City's Adaptive Reuse Incentive Program

The City and its Utility Authority, PCUA, announce the creation of the Adaptive Reuse Incentive Program, exclusively for the owners of buildings within the Central Business District.

This program is intended to stimulate re-investment in unoccupied and underutilized buildings by removing economic barriers that may exist, such as the cost of replacing the roof or compliance with

modern building and life safety codes.

PCUA has set aside an initial total of $300,000 to provide financial assistance to building owners who wish to rehabilitate unoccupied spaces, be it on the first floor or upper floors of a multi-story

building. The City will reimburse the building owner 50% of the eligible construction costs, up to a maximum dollar amount of $75,000.      

The deadline for applications to participate in this new program is 5:00 pm on October 1, 2026.  It is anticipated that applications will exceed available funds. The City will prioritize awards based upon the Building Grade Classification of the owner’s building. The grade (A-D) is determined after an inspection of the building by the Building Official.  The highest priority for funding is upper-story renovation projects in buildings classified as Grade C (At-Risk) or Grade D (Critical).  

The City and PCUA also have companion incentive programs that are available if the proposed improvement of a building triggers the need for a fire suppression system.  The CBD Code Compliance Program is intended to provide a financial incentive of up to $60,000 to offset the construction costs associated with the installation of a fire suppression and alarm system.  The program will pay 50% of eligible expenses.   

 The HIP 2.0 program is intended to spur the construction of new residential living units in the upper stories of downtown buildings. The financial incentive is determined by the number of new residential units that will be created by the rehabilitation project.
